Report Card: Non-Proliferation & Nuclear Terrorism Prevention Program Funding

A report card grading the White House's funding request and the House Armed Services Committee authorization for nuclear non-proliferation and nuclear terrorism prevention programs for Fiscal Year 2015.

D – The White House’s fiscal year 2015 budget request cuts $534 million in funding for nuclear non-proliferation and nuclear terrorism prevention programs based on the enacted fiscal year 2014 funding level.

C- – The House Armed Services Committee authorized for nuclear non-proliferation and nuclear terrorism prevention programs at the White House’s fiscal year 2015 request. The authorization results in a $534 million reduction to non-proliferation and nuclear terrorism prevention spending based on the enacted fiscal years 2014 funding levels. While the House Armed Services Committee funded nuclear non-proliferation and nuclear terrorism prevention programs at the White House’s funding request, there was significant movement of funds between specific programs. This resulted in a slightly higher overall grade. In addition, the HASC bill includes onerous legislative constraints on defense nuclear nonproliferation cooperation with and in Russia.
