BRAC Process Deadlines
December 31, 2003 – Deadline for publication by the Secretary of Defense of the draft criteria for recommending bases for closure or realignment. The draft is published in the Federal Register and submitted to Congress. There is a thirty-day public comment period.
February 2004 – As part of its Fiscal Year 2005 budget request, the Secretary of Defense submits a force structure plan and an inventory of DoD infrastructure to Congress.
February 16, 2004 – Deadline for publication by the Secretary of Defense the final version of the criteria for recommending bases for closure or realignment.
March 15, 2004 – Deadline for congressional disproval of the final selection criteria.
April 2004 – Within sixty days from when the Secretary of Defense submits to Congress the department’s force structure plan and an inventory of DoD infrastructure, the Comptroller General must prepare an evaluation of the force-structure plan, infrastructure inventory, final selection criteria and the need for a BRAC round.
February 2005 – Any revisions to the force-structure plan or the infrastructure inventory made by the Secretary of Defense must be reported to Congress as part of the Fiscal Year 2006 budget request.
March 15, 2005 – Deadline for President to name list of nominees for the BRAC Commission.
May 16, 2005 – Deadline for the Secretary of Defense to give proposed closure/realignment list to Commission and Congress.
July 1, 2005 — General Accounting Office completes review of the Defense Department’s proposed list and reports findings to President and defense committees.
September 8, 2005 – Deadline for the Commission to send its findings and recommendations to President.
September 23, 2005 – Deadline for President to accept or reject the Commission’s recommendations. (Once the list is accepted by the President, Congress has 45 legislative days to pass a resolution of rejection).
October 20, 2005 – Deadline for Commission to resubmit new recommendations to the President should he reject the initial set.
November 7, 2005 – Deadline for President to accept or reject the Commission’s revised recommendations (if necessary).
April 15, 2006 – Commission terminates.
