In the late 1970’s and1980’s, the Carter and Reagan administrations considered mobile options for the MX missile then being developed. At that time, Council for a Livable World put together a list of some 37 basing options. These plans were all rejected for being strategically foolish, too expensive or unfeasible. Let’s not pull old, bad ideas out of the trash.
