The authorization results in a $534 million reduction to non-proliferation and nuclear terrorism prevention spending based on the enacted fiscal years 2014 funding levels. While the House Armed Services Committee funded nuclear non-proliferation and nuclear terrorism prevention programs at the White House’s funding request, there was significant movement of funds between specific programs. This resulted in a slightly higher overall grade. In addition, the HASC bill includes onerous legislative constraints on defense nuclear nonproliferation cooperation with and in Russia.
